Architectural Design Committee-Chair: Dennis Yuen-3rd Wednesday of each month at 7:00 pm
The Architectural Committee is responsible for reviewing all applications submitted by homeowners for any contemplated improvements to the exterior of their property or homes. Homeowners submitting applications for perimeter walls, extensions, additions, fences, new garage doors, etc. and exterior painting and any change or changes that affect the appearance of the house or property are issued a Newtown Estates Building Permit. All outside paint colors must conform with the NECA approved paint chart. The primary purpose of the permit-approval procedure is to ensure that improvements and paint colors comply with all of the NECA governing documents. Compliance with the Architectural Committee Rules & Guidelines helps to maintain the aesthetic attractiveness of Newtown Estates and enhances property values for all N.E.C.A. homeowners. A copy of the N.E.C.A. Architectural Committee Rules & Guidelines is available at the Newtown REcreation Center front office to every N.E.C.A. homeowner for a small fee.
Budget & Finance Committee-Chair: Shizuko Hanaumi-last Tuesday of the month at 7:00 pm
The Budget & Finance Committee is responsible for continuously maintaining the Association's Fiscal integrity by developing realistic fiscal budgets each year. As a result of maintaining supervision over expenditure, this committee has made it possible for the Association to develop a substantial Reserve Account to handle any unforeseen emergencies and the major repair and maintenance projects anticipated in the near future for the Recreation Center complex. The Reserve Account which is now required by law, also benefits all NECA homeowners by eliminating the need to charge "special assessments" from time to time, when major repairs become necessary.
Building & Ground Committee-Chair: Amy Dela Cruz-3rd Tuesday of each month at 7:00 pm
The Building & Grounds Committee is responsible for the proper maintenance of the Newtown Recreation Center, the Association owns Kilinoe Street Park and the Kilinoe Street/Kaahele Street Triangle parcel.
This committee works closely with the Program, the Architectural, and the Membership-Policy Committees to insure an optimum use of the Recreation Center facility.

Covenants Enforcement Committee-Chair: Dennis Hiu-3rd Wednesday on odd months at 6:30 pm
Working through the NECA Executive Director and Covenants Inspector, the Covenant Enforcement Committee is responsible for enforcing the restrictions for the Newtown Master Declaration of Covenants, Conditions and Restrictions (MDCCR). The enforcement helps to improve the aesthetics of the community and prevents "eyesore" areas from becoming commonplace. Fortunately, most violations are the result of being unaware of specific covenants or rules. A friendly call or letter usually results in cooperation from he homeowner in violation. However, a few serious violations have required that the committee recommend legal action be taken against homeowners who refuse to comply with the governing documents of the Association. Legal action is taken only after all other means of resolving the violation have been exhausted.
The Covenant Enforcement Committee also works jointly with the Architectural Committee by ensuring that the Architectural Committee Rules and Guidelines are being followed. In September 1990, the Covenant Enforcement Committee implemented a penalty fine system for violations of the MDCCR which the Board of Directors subsequently adopted. The purpose of the penalty fine is to discourage violations and penalize homeowner who refuse to abate their cited violation or who continues to repeat the same violation(s).
Greenbelt Committee-Chair: Dennis Hiu-2nd Wednesday of each month at 7:00 pm
The committee was formed to oversee issues pertaining to the 7,800,000 square foot wooded area running from the golf driving range to the top of Newtown and the area above Komo Mai Drive on the Ewa side of Royal Summit and insures that these areas are kept in their natural state.

Membership Policy Committee-Chair: Bob Young-2nd Thursday of each month at 7:00 pm
The Membership-Policy Committee is responsible for the formulation and review of policies, rules and regulations of the Recreation Center that help keep this a healthy, nurturing and enjoyable family environment. As such, the committee also interprets and oversees the application of new and existing policies, rules and regulations and ensures that they are carried out in a fair and consistent manner. The committee also conducts hearings and appeals regarding qualifications for membership privileges and for penalties imposed on renters for violations to the facility agreement.

Personnel Committee-Chair: Diane Kazama-3rd Thursday of each month at 7:00 pm
The Personnel Committee is charged with the responsibility of ensuring that an adequate number of staff with the appropriate skill level is available to operate the Newtown Recreation Center. The committee is responsible for the formulation, review and the interpretation of Personnel Policies. The committee reviews job descriptions, performance evaluation form, salary structure, and make recommendations to the Board of Directors regarding personnel issues. This function of the committee is designed to ensure fair treatment and promote maximum productivity from the Associations' employees. The committee meetings are usually open to the general members, except when sensitive issues are being discussed, such as personnel performances and matter regarding disciplinary action.

Program Committee-Chair: Lynn Park-4th Thursday of each month at 7:00 pm
The Program Committee helps evaluate the future program needs of the Newtown Community and constantly monitors existing programs to ensure that they meet their objectives. The Program Committee arranges an annual "master calendar of events" to avoid conflicts in scheduling and the use of the facilities. This committee encourages resident participation at the planning level to establish a well-rounded program for the Association members.
ASSOCIATION-SPONSORED PROGRAMS: These are programs/classes conducted by instructors and independent contractors (fee-for-service) without direct supervision by any of the NECA professional staff. Fee-for-service programs/classes pay a percentage of their gross revenue to NECA to off-set some of the Association's operational expenses. However, the primary liability for the program rests with the independent contractor or the instructor.

Newtown Neighborhood Security Watch - 3rd Wednesday on odd months at 7:00 pm
The Newtown Neighborhood Security Watch (NNSW) Program has almost 100% of the 2,532 Newtown Estates homes organized under the program. Block Watch Coordinators of the program meet bi-monthly to discuss crime information provided by HPD Officers and review existing crime-reporting procedures.
